Abstract - The concept that Cell Telecom has developed is for a high integrity client-server application for use in evidence gathering and storage – for example, equipment and infrastructure inspection. The client is a hand-held device – a PDA, or mobile phone, with a Symbian Operating System. The server is the host application, which downloads the client application to authorized handsets, and then securely stores the collected evidence.

The application is supported by a development toolbox, which enables a developer to produce the forms and process for which evidence collection is required. The user then completes the forms and collects the required evidence, which is automatically attached to the form. That evidence might be a barcode reading, or a photograph or video.

The forms and evidence are tagged as they are collected with a “proof of event” stamp – time and date, and GPS generated position. The application is armed with a number of anti-tamper features to protect the integrity of the data.
